ND Concealed Weapons License (CWL) - Class 1 & 2
Class 1 – A training class that goes over weapon safety rules and the deadly force law of North Dakota, where you will complete an open book test based upon a manual. You will also need to complete a live-fire exercise to demonstrate proficiency. You must demonstrate familiarity with a firearm or dangerous weapon and can do this by: being certified by the attorney general for familiarity with your firearm, including law enforcement officers, military or civilian firearms instructors, hunter safety instructor, or dangerous weapons instructor; showing evidence of equivalent experience with a firearm or dangerous weapon through participation in organized shooting competition, law enforcement, military service, or dangerous weapon course of training; possessing a license from another state to carry a firearm (concealed or otherwise), which is granted by a state upon completion of a course like the one described in this section; qualifying to operate a firearm or dangerous weapon during military service.
Class 2 – You must complete the open book test offered for the Class 1 license.
What will you need to successfully participate in this class?
All participants must have items 1-4 prior to class or you will not be able to participate in the class provided on that date.
$50.00 cash or check to participate in class written to "The Concealed Journey"
A non-refundable application processing fee of $60.
Cashier's check or money order payable to “North Dakota Attorney General.” No personal checks, cash or credit cards. Write your name on the cashier's check/money order; AND
A photocopy of your current driver’s license; AND
Two color passport photos.
Contact a local retailer to obtain official passport photos. This office does not have a list of retailers.
You may not wear headgear, uniforms, sunglasses or prescription eyeglasses in the photos. Write your name on the back of each photo.
In addition, you must also include the following documents, as applicable:NEW APPLICANTS:
You must include two fingerprint cards. Contact law enforcement or a test administrator.
No fingerprints are required for renewal of same class license. (We need to have them bring this for now) Maybe add a link to where they can get it done??
NON-RESIDENT APPLICANTS:
A copy of a valid concealed carry license from your home state of residence. (You are a resident of whichever state issued your driver’s license.)
If your state does not have reciprocity with ND, you are not eligible for a ND license.
ACTIVE DUTY MILITARY:
If you are not a ND resident, attach a copy of your PCS orders to ND.
Active duty military personnel are not required to have a concealed carry permit from their home state.
APPLICANTS BORN OUTSIDE THE UNITED STATES:
You must be a legal resident of the US. If you were born outside the United States or its territories, attach a copy of your US-issued Born Abroad birth certificate OR the Alien Registration/INS Registration documentation OR a Naturalization certificate OR a valid US Passport.
What testing is Required?
All first-time applicants must pass a written (open book) test based on the Concealed Weapon License Manual. The fees charged by the Test Administrator include a copy of the Manual for you to keep.
In addition, applicants for a Class 1 license must (1) complete classroom instruction, (2) demonstrate familiarity with the weapon, and (3) successfully complete a firearms proficiency (shooting) test.
Licensed active duty North Dakota Peace Officers are exempt from testing.
The testing requirements cannot be waived for any other applicant, for any reason.
All testing must take place within the state of North Dakota and cannot be held in conjunction with testing for any other state. The application must be submitted to the BCI within 30 days of the testing date.
If you are renewing a Class 1 license or upgrading from a Class 2 license, you must complete the same testing as for the initial Class 1 license.
No additional testing is required if you are renewing a current Class 2 license or downgrading from a Class 1 to a Class 2 license.
We cannot accept any other state's training - or any other concealed carry class - in place of the required training conducted by a ND licensed test administrator.
